District English Learner Advisory Committee

The California Department of Education requires districts to form an advisory committee to represent English learners when 51 or more English Learners attend schools in the district. Fountain Valley School District (FVSD) embraces this requirement and maintains a District English Learner Advisory Committee (DELAC) whose membership is comprised of parents of English Learners. The Office of Assessment & Accountability, within the Instruction Division, coordinates the DELAC which meets approximately four times a year. The District Bilingual
Testing Technician and the Community Liaison both attend and provide interpretation in Spanish and Vietnamese. One elementary school teacher and one middle school teacher are present at each meeting to answer questions and offer school level perspectives. The DELAC is made up of parents who were selected by their school’s English Learner Advisory Committee (ELAC). ELACs are required at schools that have at least 21 English learners and serves a similar function as the DELAC.

The DELAC provides a forum for parents to discuss issues and voice concerns. Agendas include a combination of State required items and committee member requests. Each year members receive training to help them carry out their legal responsibilities. One of the DELAC’s essential tasks is to approve and sign the Consolidated Application (ConApp). The ConApp is the method to formally request funds from the California Department of Education that support
English learners and students who are at risk of academic failure. Other areas in which DELAC members provide input include:

  • Development and revision of the District Master Plan of Education Programs (LEA Plan) as it relates to services for English learners, taking into consideration the manner with which each school address English learners in their individual Single Plan for Student Achievement (SPSA),
  • District wide needs assessment that is collected on a school-by-school basis,
  • Establishment of District English learner programs, goals, and objectives for programs and services,
  • Administration of the annual language census (R-30 Reports),
  • Written notifications and initial enrollment (CELDT Parent Notification),
  • District’s reclassification procedure, and
  • Waiver requests related to English learners.
