ASSESSMENT & ACCOUNTABILITY |
The California Department of Education requires districts to form an advisory committee to
represent English learners when 51 or more English Learners attend schools in the district.
Fountain Valley School District (FVSD) embraces this requirement and maintains a District
English Learner Advisory Committee (DELAC) whose membership is comprised of parents of
English Learners. The Office of Assessment & Accountability, within the Instruction Division,
coordinates the DELAC which meets approximately four times a year. The District Bilingual The DELAC provides a forum for parents to discuss issues and voice concerns. Agendas include
a combination of State required items and committee member requests. Each year members
receive training to help them carry out their legal responsibilities. One of the DELAC’s essential
tasks is to approve and sign the Consolidated Application (ConApp). The ConApp is the
method to formally request funds from the California Department of Education that support
