2008 - 2009 District Strategic Goals

Instruction Division Goals
Goal 1: Standards and Accountability

It is the goal of the Fountain Valley School District to increase our effectiveness in moving all students academically to proficiency level through the implementation of data driven instruction.

  1. Principals will communicate expectations and will work closely with the teachers in the use of Data Director and Action Learning Benchmarks to achieve this objective.
  2. The Assistant Superintendent of Instruction will work with second grade and third grade teachers to design standards-based report cards.
  3. The ScienceWorks program will continue to be implemented in the elementary grades. Efforts will be made to increase resources for 7th and 8th grade teachers to promote a hands-on scientific method in the science classes.
  4. The Visual and Performing Arts Plan will be implemented throughout the District. Two elementary and two middle schools will pilot the visual arts curriculum that was just written during the year.
  5. Continuing development of District and school websites will occur during the course of the year through the support provided by the District Office. Teachers will be encouraged to more fully utilize web-based systems to increase the accessibility of homework and the academic progress of students.
Instruction Division Goals
Goal 2: Teaching and Learning

It is the goal of the Fountain Valley School District to improve intervention instructional strategies and collaboratively work to improve instructional delivery for all students through the continued development of Professional Learning Communities.

  1. Reading specialists and spotlight teachers will work with at-risk students at each school site. They will provide regular feedback on student progress to site administrators and the Assistant Superintendent of Instruction.
  2. Each school will develop an academic intervention model for students who are not proficient in one or more areas. The Response to Intervention model is an example of a research-based program that can be implemented at a school site.
  3. The Professional Learning Community concept will continue to be developed as an effective collaboration tool for all schools. The District Office will support the effective implementation of PLC’s.

Instruction Division Goals
Goal 3: Staff Development

It is the goal of the Fountain Valley School District to provide professional development for all instructional staff that will maximize the effectiveness of instruction and lead to all students reaching a proficiency level in the curricular subjects.

  1. Instruction in the use of Data Director and Action Learning Benchmarks will continue to be offered to instructional staff.
  2. New teachers will be provided training in:
    • GATE for certification purposes
    • English language as appropriate
    • Second Step, Steps to Respect, Project Alert, and Too Good for Drugs (as grade level appropriate)
    • Teachers at Courreges, Newland, Fulton and Masuda will be trained to implement the visual arts curriculum that was recently written. Curriculum in the areas of theater and dance will be written during the 2008-09 year.
  3. Teachers and administrators will continue to be trained on effective web-based programs in teaching and learning.
  4. Middle school PE teachers will be trained to implement a “Fitness for Life” program.
Human Resources Division Goals
Goal 4: Recruitment and Retention of High Quality Human Resources

The Fountain Valley School District shall attract and retain teachers and certificated management personnel who possess the talent and potential to assure sustained success.

  1. Continue to improve the process of teacher and administrator recruitment and selection by implementing an effective application screening and interview process that best identifies top candidates for positions.
  2. Continue the process of moving teacher salaries to the elementary mean.
  3. Sustain quality health care options through expanded activities of the employee Insurance Committee and through the collective bargaining process.
Human Resources Division Goals
Goal 5: Improving the Evaluation Process for Certificated and Classified Staff

The Fountain Valley School District will develop an effective process to assist managers and administrators in supervising employees.

  1. Refine the role of principals in the retention of first and second year teachers. Establish specific timelines, expectations and actions by principals in regard to the retention of first and second-year teachers.
  2. Provide district and site administrators, based upon their level of experience, either introductory or advanced FRISK training in the promotion of progressive discipline. (FRISK = Facts-Rules-Impacts-Suggestions-Knowledge)
  3. Continue to improve communication regarding policies and procedures related to employee evaluation and discipline specifically including consistent application and adherence to statutory or administrative timelines.
Business Division Goals
Goal 6: Assets Management

The Deputy Superintendent, Business/Personnel Administration will continue to develop a strategy for increasing district revenue through disposition of surplus property and investment of the sales proceeds. Facilities, furniture and equipment will continue to be maintained and improved in order to provide the best possible environment for student learning, effective instruction and staff efficiency.

Objectives:

  1. Close escrow on the Nieblas site and invest the sale proceeds.
  2. Complete tenant improvements and effect tenant occupancy of the remaining District Office space.
  3. Continue the installation of sound amplification systems at Newland and Fulton.
  4. Investigate the market value of the Crossroads building and determine whether the District should retain the building for revenue and appreciation or sell and invest the proceeds.
  5. Continue to support technology and infrastructure improvements by identifying and allocating resources to support this area.
  6. Continue to monitor the sales and purchase agreement on the Lamb and Wardlow sites and assist, as necessary, the buyer’s needs with respect to other public agencies.
  7. Pay off the existing $2,750,000 lien against the District Education Center and investigate the potential dissolution of School Assets Management, Inc

Business Division Goals
Goal 7: District Fiscal Resources

The Deputy Superintendent, Business/Personnel Administration will manage all the District’s fiscal resources in order to maintain sound financial position and support instruction and learning.

Objectives:

  1. Evaluate the percent of district resources being spent on certificated, classified and management salaries compared to other county elementary school districts.  Determine if some services may be provided in a less costly, more efficient manner by reviewing the programs/methods/approaches being utilized in neighboring districts.
  2. Continue to drill down on all expenditures in order to control this area to the greatest extent possible thereby maximizing resources available for services to students and employee compensation.
  3. Manage/monitor the District’s cash position in order to minimize the impact of the State’s cash flow problems on the district and maximize investment return.
  4. Monitor all funds (cafeteria, child development, transportation, worker’s compensation, etc.) to maintain their self-sufficiency and avoid the need for unanticipated General Fund support.
  5. Assist and support the Energy Manager in effectively implementing the Energy Education program in order to reduce utility usage and costs
